Good news from Lisbon does not settle your own calendar

Portugal can become a valuable second base: your family gains another residence option without having to move its business and current life overnight.

Perhaps you have chosen an investment, or the capital is already committed. At home, Portugal has moved from an idea to dates on a calendar: the school year, housing, a business role. Then AIMA, Portugal's migration agency, schedules your biometric appointment. At last, the file is moving.

What the appointment actually means

An appointment is progress in a procedure. It is not an issued residence permit or evidence that every family member will have the right they need by your deadline. AIMA describes filing, document review, the appointment, and biometrics as distinct stages, with separate requirements for family applications. AIMA: ARI process and FAQs

The decision before committing capital

My judgment: If your goal is to build a second base over years, Portugal still deserves serious consideration. If a school start, an operating role, or a move depends on a fixed date, an appointment notice cannot carry the weight of a residence decision. The costly mistake is to put capital, family, and business on the same unconfirmed administrative date.

To make the opportunity work, each person needs a plan for their status and timing. Before capital is committed, NBF can establish who needs which status by when and whether ARI should be the main route, a long-term complement, or a route to set aside.

“An appointment moves the file forward. It does not replace the residence right your family needs by a fixed date.”

— Alexander Erber

46,000 files, 30,000 appointments, 6,000 processed cases

On October 7, 2026, Minister of the Presidency António Leitão Amaro told a parliamentary committee that roughly 46,000 ARI cases were pending, about 30,000 appointments had been scheduled, and 6,000 cases had been processed. Portuguese news agency Lusa reported the figures. Lusa report carried by Notícias ao Minuto

The scale matters. It shows work on a backlog that has shaped real lives. But the published figures do not break cases down by filing year, stage, or outcome. They do not tell us how many of the scheduled cases have also been decided. Dividing 6,000 by 46,000 gives about 13 percent; that ratio is not your personal approval probability.

Put those numbers next to your next hard-to-reverse decision: subscribing to a fund, selling a home, committing to a school, shifting management of a company. Which national figure proves your family will have the required status by then? None. The documented status of your own file is what matters.

TWO CLOCKS

How long does a Portugal Golden Visa actually take in 2026?

Two figures appear in discussions of Portugal Golden Visa processing time in 2026. An Investment Migration Insider (IMI) survey reports an average of 50.4 months from filing to permit for cases completed in the second quarter of 2026, up from 43.9 months in the preceding quarter.

In the same coverage, two practitioners estimate roughly 14 to 18 months to the first card for new filings. The 18-month view expressly assumes that AIMA maintains its current focus on investor files. IMI, October 8, 2026

Why the figures can both be true

Both readings can be accurate on their own terms. Closing very old files may raise the average for completed cases even if newer files begin to move faster.

The survey is not an official AIMA processing statistic, and its full methodology and sample are only partly public. The 14-to-18-month range is practitioner forecasting, not a government service standard or a promise for a complex family case.

A number you can use for your own file

For any processing-time claim, ask three questions: Which filing cohort? From which starting event to which result? Measured by whom? Without those answers, a month count is not a usable date.

ARI is a real opportunity when it fits the job

Portugal's ARI investor residence route offers a concrete benefit. A qualifying investment may provide a Portuguese residence option for an eligible third-country national and, subject to their own requirements, family members.

Its minimum physical-presence rule is relatively light: seven days in the first year, then 14 days in each subsequent two-year period. That can suit people who need to maintain more than one base and want to bring Portugal into their lives gradually. AIMA: Article 90-A and current routes

Current routes include, subject to specific conditions, non-real-estate investment funds, research, cultural support, business capital with employment requirements, and job creation. Direct real-estate purchases no longer qualify for new ARI applications.

The investment is a separate decision

A statutory entry threshold says nothing about an investment's fees, risk, liquidity, or exit. Treating the investment as a mere ticket to a future passport collapses two separate decisions. AIMA: Article 90-A

Before committing capital, put one hard question on the table: Would you still stand behind this exact investment if the residence card arrives later than hoped? If the answer is no, the waiting time is only part of the problem. The investment or the route itself deserves another look.

“The investment must still make sense if the card arrives later. Otherwise, the wait is only part of the problem.”

— Alexander Erber

One family, two clocks, capital already at work

This example is hypothetical. One parent holds a non-EU passport and is considering an ARI investment. The other still runs a business outside Portugal. Their child may move to a Portuguese school next year. A suitable fund has been identified. A biometric appointment looks attainable.

The agency clock tracks the application, document review, biometrics, decision, and card issuance. The family clock tracks the school year, housing, the home they have now, and work obligations. Capital may be tied up before the agency reaches its decisive stage. Faster movement on the first clock does not resolve a collision with a fixed date on the second.

What the decision brief resolves

This is where No Borders Founder's residence planning can create practical value. We place people, rights, confirmed procedural steps, costs, and dates in one decision brief.

It tells the family whether to proceed with ARI now, postpone the investment, or solve near-term residence through another lawful route. It also identifies questions for Portuguese legal and tax specialists.

AIMA controls its decision. You can still control the quality of yours.

A future passport is a separate decision

For some investors, Portuguese citizenship is a possible additional benefit. For others, it was the central reason to invest. A serious conversation must distinguish those starting points.

The rule that applies now

Since May 19, 2026, Portugal's amended nationality law generally requires seven years of lawful residence for nationals of EU member states and Portuguese-speaking countries, and ten years for other nationals seeking ordinary naturalization; further conditions apply.

The former provision that, in certain circumstances, counted time from the residence-permit application was repealed. A transitional rule preserves the earlier law for certain nationality proceedings already pending when the change took effect. A pending ARI residence application does not automatically become a pending nationality proceeding. Lei Orgânica No. 1/2026, Articles 6, 7, 8 and 15

What existing and new applicants need to review

The government says ARI created investor residence, not a guarantee of citizenship. Representatives of affected investors argue that lengthy administrative delays and later legal changes materially altered plans made years earlier. Those are attributed positions, and a general article cannot decide an individual legacy claim. ECO on the government position and investor objections

If you have already invested and filed, Portuguese counsel should examine your dates, agency correspondence, and any distinct nationality proceeding. If you are entering now, the residence route should make sense without an assumed passport date.

Portugal may be right. ARI may be the wrong route.

An EU citizen from Germany or Austria generally does not need a Golden Visa investment for their own residence in Portugal. Stays beyond three months involve applicable conditions and local registration. In a family with different nationalities, each person's position needs its own review. AIMA: EU-citizen registration

Someone who will genuinely carry out highly qualified work in Portugal can assess an activity-based route. It requires real, documented work and the evidence specific to that route; it is not ARI with the investment removed. Our Portugal D3/HQA program dossier explains the distinction. AIMA: Article 90

Another country may also belong in the comparison if a usable status by a fixed date is the governing condition. That does not diminish Portugal. It follows from asking which right which person needs by when. ARI may be the better long-term second-base decision; a different lawful route may be better for a fixed start.

A decision test before the next signature

Write one sentence before choosing a product or program: “Person ___ must be legally able to ___ in Portugal by ___. The evidence we have for that right today is ___.” If the final blank stays empty, you have found the issue to resolve.

If a lawful interim route is documented and the investment still makes sense with delay, ARI can proceed with a realistic buffer. If the right is uncertain by a fixed date, solve the immediate residence need separately. If the investment works only under a favorable forecast, reopen the capital decision.

In each path, assess the specific investment’s term, fees, loss risk, source-of-funds proof, and continuing obligations on their own terms. A residence permit also does not by itself determine tax residence, which has separate tests. Portuguese Tax Authority: Personal Income Tax Code, Article 16

Three next steps

If you are starting: begin with the objective and deadline, not an advertised wait time.

If you are already waiting: build a chronology of your filings, letters, appointments, biometrics, and family applications.

If you are about to commit capital: assess the investment and the residence benefit separately. This work may prevent an early commitment—or confirm that ARI is a choice you can make with open eyes.

“If capital, family, and business all depend on the same unconfirmed administrative deadline, you are building a dependency, not a second base.”

— Alexander Erber

The judgment

Portugal is moving its Golden Visa backlog. That is meaningful and encouraging for many applicants. Yet 30,000 appointments do not establish the date on which your family can use the residence rights it needs. The answer is neither “always wait” nor “always switch.”

Test the route against your real deadline. If ARI fits your wealth and family plan even with delay, it may build a valuable second base. If the plan only works under a favorable processing forecast, it needs a different structure before you sign.

Through residence planning, we can develop a reasoned primary route, the right time for the capital decision, and, if needed, a workable path until a Portuguese permit is available.

Two situations where timing becomes decisive

Investor residence is a choice with capital and timing consequences.

Fixed school or work start

The family needs a right before a date AIMA has not promised.

Assess an interim route

Investment depends on a passport date

The investment makes sense only under an unconfirmed naturalization assumption.

Reassess the investment

NBF aligns timing, rights, and capital

Make the family decision concrete before subscribing to an investment.

Portuguese law

Confirm the legal basis, family rights, and case stage.

Capital

Assess investment quality, fees, holding period, and exit separately.

Family and business

Set the dates, real activity, and interim path.

The output is a reasoned primary route, capital decision date, and specialist questions.

01

Continue ARI

If the investment and long-term second base still make sense with a later card.

02

Establish an interim route

If a person needs a usable right by a fixed date.

03

Assess another route

If the capital commitment or timing risk does not fit the goal.

BEFORE YOU SIGN

Which assumption carries your decision?

An appointment is not yet a usable status.

Portugal remains a real opportunity for families with time and an investment that still makes sense if the process slows. A school start or capital decision, however, does not follow an agency calendar. We first establish which right must be usable by which date, then decide whether ARI can be the primary route.
