Cyprus Immigration Permit; not citizenship or unrestricted work.
Cyprus · investor permanent residence
What place could Cyprus have in your life?
Cyprus could become a lasting base for your family. The asset must make financial sense, secure income must support the household, and the place must work in daily life. Compare the four paths before capital is committed.
THE ROUTE AT A GLANCE
Permanent residence. Four capital decisions.
The asset opens the route. Income, family plans and work limits determine whether it serves your life.
From €300,000 in one of four approved categories.
From €50,000 a year, with additions for a spouse and minor children.
Document the asset and use Cyprus as a real place in your life.
01 / STARTING POINTS
What could this route make possible for you?
A residence right is valuable when its effect fits your life, family or business purpose.
A place for the family
Plan the home, school, healthcare and each person's own immigration status together.
Capital with its own purpose
Assess property, an operating company or a fund for risk, use and eventual exit.
Settle work rights first
Anyone expecting local employment or an operational role should clarify permission before investing.

02 / LEGAL EFFECT
What the status grants. And what remains separate.
Residence, work, family and tax are not compressed into one promise.
Regulation 6(2) may grant an eligible third-country applicant a Cyprus Immigration Permit. The underlying residence right has no fixed end date; the adult card is replaced after ten years. Buying an asset alone does not grant a permit.
What qualifies for this route.
Newly sold home bought from a developer; an ordinary resale apartment does not qualify here.
Other real estate, eligible company capital or an approved fund; each has different risks.
Secure income, plus €15,000 for a spouse and €10,000 for each dependent minor child.
Choose an investment you could stand behind even without residence.
04 / LIFE BEHIND THE PERMIT
Residence alone does not settle daily life.
Who may join you, what you may do locally and how tax is affected are three distinct questions.
Family and daily life
Spouses and minor children may be included. A financially dependent unmarried student aged 18–25 studying outside Cyprus has a separate route and requires additional parental income. Independent adult children need another €300,000 qualifying investment each and secure income of their own. Assess suitable housing and evidence person by person.
Work and business
Applicants and spouses generally declare that they will not take employment in Cyprus. A narrow exception allows a directorship in the company invested in under the policy. Assess any operational role before committing funds.
Tax position
An Immigration Permit does not create tax residence. Cyprus's 183-day and conditional 60-day tests, together with possible obligations in a former home country, need separate review.
05 / MAINTENANCE AND OUTLOOK
Keeping the status is part of the decision.
A sound plan considers admission alongside presence, renewal and the longer outlook.
Presence
An applicant living abroad at approval must establish residence in Cyprus within a year. An absence of two years or permanent residence acquired abroad can end the right.
Renewal and duties
Evidence the qualifying investment annually and replace it immediately with an equal or greater eligible investment if disposed of. Insurance remains relevant unless covered by GESY; adults submit clean criminal-record certificates every three years. The former annual income-resubmission rule was abolished.
Later status
The permit is neither a passport nor an EU-wide settlement right. Citizenship requires its own application and conditions.
06 / PROCESS AND COSTS
The next step begins before applying.
Start with family, work and income plans, then test the asset, title, commercial risk and source of funds. Document contracts, payments, insurance and family records for filing. After approval, plan entry, card management and ongoing proof. Beyond the €300,000 minimum, the department lists a €500 application fee and, where needed, €70 per person's first registration; VAT, transaction and upkeep costs are additional.
Calculate the whole decision.
Where minimum amounts are stated, they are legal eligibility thresholds at the documented source date, not estimates of total cost. We review fees and other costs for the individual case before filing.
- Qualifying investment or economic basis
- Government fees and translations
- Legal and tax review
- Family, insurance and location
- Ongoing duties and renewal
- Potential exit or status change
07 / FIT AND LIMITS
When this route belongs on your shortlist.
A suitable permit serves a specific purpose. Where its rights or duties do not fit, comparison with another route begins.
The deciding question
Would you choose the asset without the permit, and would your family genuinely use Cyprus?
Where this route stops
This is a poor fit if the main aim is local employment, an asset chosen solely for a permit, or an unused backup card. It does not automatically confer an EU passport or tax advantage.
08 / WHAT NBF EXAMINES
A decision brief before €300,000 is committed.
Compare all four assets against your home, family and capital plans – including reasons to pass on Cyprus.
Asset and fit
Test risk, use, source of funds and eventual exit for the four paths.
Family and rights
Map each person's status, income, intended activity and real home plan.
Full cost
Identify legal, tax and investment questions for local specialists; sequence decisions before purchase.
09 / SOURCES AND REVIEW
The basis for the decision stays visible.
Programme brochures can explain routes. Responsible authorities and the current case determine their legal effect and conditions.
