01 · ROOM TO PLAN
More options for the people who matter to you.
Family plans do not stand still. Homes, careers, and the next generation's choices evolve. An additional citizenship may create another legal option. We examine who you want to include and what practical role Vanuatu could play in your plans.
VANUATU · FOUR LEGAL ROUTES
Four routes. One must fit your plans.
The Citizenship Commission lists four investment-related legal routes. Your decision depends on family eligibility, the applicable route and the terms currently in force.
02 · VANUATU'S LEGAL ROUTES
Four legal routes. One must fit your plans.
The routes differ in the form of capital, process, and eligibility. DSP is the contribution route examined here in depth. CIIP, VCP, and the REO property option offer other legal paths. We first assess which route serves your goals and family. Then we compare the work and cost involved.
THE SELECTED ROUTE
Development Support Program
Nonrefundable contribution route. The published 2020 directive sets family retail floors and the 2019 order separates government contribution from retail price.

Confirm the applicable 2026 order, family total and payment sequence with the Commission and a designated agent.
Family size and complete costs belong together.
The government's 2020 directive distinguishes minimum selling prices paid by applicants from lower minimum amounts remitted to the government. These published figures are dated guidance. Current prices, fees, and payment requirements must be confirmed in writing before a personal estimate.

This DSP matrix comes from the government's 2020 pricing directive. It is not a confirmed 2026 price list. The separate Form D charge belongs to CIIP, not DSP. The current legal terms, fees, and designated agent must be confirmed in writing before an offer or payment.
03 · FAMILY AND APPLICATION
Who joins the application?
Spouses, children, and other dependents each fall under a legal category. The family figures begin the cost conversation. Whether each person can be included depends on age, relationship, and supporting evidence.

04 · GUIDANCE AND PROCESS
An important decision deserves clear responsibilities.
We begin with the right questions about your family and purpose. A designated agent manages the formal file in Vanuatu; the competent government bodies screen and decide.
Experience with the questions that must come first.
Paul H. is a long-standing partner of No Borders Founder. With his affiliated legal team, he supports the assessment of citizenship and residence programs and legal preparation within an agreed engagement.
Personal program guidance is available in English or Dutch. A designated agent files the government application; Vanuatu's Citizenship Commission makes the government decision.
THE OTHER RESPONSIBILITIES
We connect the potential status with residence, assets, and family planning.
The designated agent manages submission and correspondence with the competent bodies.
The FIU and other bodies screen; the Citizenship Commission decides.
From purpose to documentation.
- 01
Define the purpose and people
Establish what Vanuatu should accomplish and who should be included.
- 02
Confirm the route and agent
Keep DSP distinct from CIIP, VCP, and REO; check the agent's current designation.
- 03
Prepare supporting records
Document identity, family, police records, and source of funds under current requirements.
- 04
Clarify screening and payment
The published 2019 DSP regulation required an initial nonrefundable payment before Commission review. Confirm the current sequence in writing.
- 05
Await the government decision
The Commission reviews and decides; an approval in principle is not yet a citizenship certificate.
- 06
Prepare the certificate and passport
Clarify further payment, oath, identity or biometric steps, and passport application for the actual route.
The 2019 DSP rule provided for 25 percent before Commission review and 75 percent before certificate issuance. Current payment terms and recipients must be verified with the government before transfer. No fixed processing time or fully remote process is promised.
PART OF A WIDER STRATEGY
Give the additional status a clear purpose.
Vanuatu can add geographic range to an international plan. Travel, residence, tax, and banking questions follow their own rules. The EU ended Vanuatu's visa exemption in 2024, so we examine the destinations that actually matter to you.
Check the places that matter.
Entry rules are reviewed for your actual destinations.
Plan together and ahead.
The people involved shape the practical value of an additional option.
Keep legal effects distinct.
Citizenship does not automatically change tax residence.
Assess the commitment.
Contribution, property rights, and other asset decisions require different reviews.
05 · CLEAR ANSWERS
What should be settled before you choose?
The right questions lead to a suitable legal route.
Is USD 130,000 today's DSP price?+
It is the minimum selling price for one applicant published by the Citizenship Office in 2020. Confirm the current price and all additional charges before a personal estimate.
Is the Form D charge a DSP price?+
No. The government fee page assigns Form D to the separate CIIP route.
When do I pay?+
The published 2019 DSP regulation provided for an initial payment before Commission review. Current stages, conditions, and recipient details must be verified in writing before any transfer.
Can my family apply together?+
The published DSP figures cover certain household sizes. Every person's eligibility must be checked under the current rules.
Can the entire process be completed without travel?+
The official sources reviewed do not establish a universal remote process. Oath, identity, biometrics, and passport requirements are assessed for the case.
Will the passport let me enter the EU without a visa?+
No. The EU ended Vanuatu's visa exemption in 2024. Other destinations have their own current rules.
Is REO an alternative to DSP?+
Yes, as a separate legal path involving an approved project. The property, title, availability, fees, and contract must be assessed individually.
Will citizenship change my taxes?+
Not automatically. Tax obligations depend on the laws that apply to you and require separate professional assessment.
