Panama · free-zone business

Build the business first. Align residence with the role.

A free zone can be a sound base for international business. Whether it also supports residence depends on the licensed activity, capital actually invested and each person's role in the operation.

THE ROUTE AT A GLANCE

One business. Two personal residence paths.

A free zone must first work as a business location. Investors and employed managers follow different rules.

01 / Business

Licensed company with real operations in a suitable zone.

02 / Investor

From B/.250,000 in capital actually invested from abroad.

03 / Employee

A distinct route with a real contract and separate work permit.

04 / Limit

Incorporation or a license alone does not grant residence.

01 / STARTING POINTS

What could this route make possible for you?

A residence right is valuable when its effect fits your life, family or business purpose.

01

A business with its own purpose

Choose the zone, activity, premises and team for real market needs, not a visa promise.

02

The right personal category

Separate an investor bearing capital risk from an employed manager with a contract.

03

Plan family and operations together

Map residence, work, ongoing cost and dependants before incorporating.

02 / LEGAL EFFECT

What the status grants. And what remains separate.

Residence, work, family and tax are not compressed into one promise.

LEGAL INSTRUMENT
Panama · free-zone business

A free-zone license or company registration does not itself grant personal residence. Law 32/2011 establishes distinct categories for foreign investors and eligible employed managers or specialists.

03 / BASIS AND CAPITAL

What qualifies for this route.

B/.250,000

Capital actually brought from abroad for the free-zone investor route.

Two years

Initial provisional investor permit; definitive status later needs another application.

Employee path

A manager or specialist with a real contract, social insurance and separate work permit.

Licensed operation

An eligible zone and actual business are the basis, but a license is not personal residence.

The investor threshold does not apply to employees. The zone, licensed activity and personal role determine the route.

04 / LIFE BEHIND THE PERMIT

Residence alone does not settle daily life.

Who may join you, what you may do locally and how tax is affected are three distinct questions.

01

Family and daily life

Relatives may be included only under the applicable family categories with their own evidence. Age, dependency and each person's immigration status need separate review.

02

Work and business

Employed managers and specialists need the appropriate work permit alongside immigration status. An investor's operational role also needs individual assessment; a license and residence card do not replace personal work authorization.

03

Tax position

Free-zone company taxation and personal tax residence are separate matters. A company license or residence card does not automatically end obligations in a former home country.

05 / MAINTENANCE AND OUTLOOK

Keeping the status is part of the decision.

A sound plan considers admission alongside presence, renewal and the longer outlook.

01

Presence

The business must genuinely fit the chosen zone. Residence and presence depend on the individual's category and should be planned around the actual activity.

02

Renewal and duties

Keep licensing, the investment or employment, social insurance and tax good standing evidenced as applicable. Withdrawal or transfer of capital may jeopardize the investor benefit.

03

Later status

The investor route starts with a two-year provisional permit and needs another procedure for definitive status. Employees have their own contract-linked terms. Neither route automatically grants citizenship.

06 / PROCESS AND COSTS

The next step begins before applying.

Test the business model and zone first. Then price licensing, premises, ownership, capital and actual operations. Only then pursue the person's investor or employee category, family applications and work permits. Keep investment, public charges and private service fees separate.

Calculate the whole decision.

Where minimum amounts are stated, they are legal eligibility thresholds at the documented source date, not estimates of total cost. We review fees and other costs for the individual case before filing.

  • Qualifying investment or economic basis
  • Government fees and translations
  • Legal and tax review
  • Family, insurance and location
  • Ongoing duties and renewal
  • Potential exit or status change

07 / FIT AND LIMITS

When this route belongs on your shortlist.

A suitable permit serves a specific purpose. Where its rights or duties do not fit, comparison with another route begins.

ANSWER FIRST

The deciding question

What business will actually operate in Panama, and who bears the capital risk or fills a real job?

COMPARE AN ALTERNATIVE

Where this route stops

A paper company or a license without real operations is not a reliable residence route. Investor and employee rules cannot be mixed for capital or work rights.

08 / WHAT NBF EXAMINES

One business plan. Two distinct personal routes.

Get a review of commercial purpose, actual zone, licensing and operations before matching investors or employees and their families to residence.

01

Zone and activity

Test whether the business is licensed in a specific zone and commercially belongs there.

02

Role and status

Separate capital risk from employment, work permission and each family application.

03

Full operating cost

Price capital, premises, staff, license, public charges and private advice separately.

09 / SOURCES AND REVIEW

The basis for the decision stays visible.

Programme brochures can explain routes. Responsible authorities and the current case determine their legal effect and conditions.
