CURRENT FAMILY RULE
Decree-Law 07/2025 establishes the legal framework and minimum contributions. According to the honorary consulate, naturalization of certain adult relatives is paused pending a legal amendment. This does not put the entire program on hold. We confirm each family's eligibility, the filing route, full costs, and time to passport before making a recommendation.
03 · FAMILY AND GENERATIONS
Who can be included today?
The legal family framework and current implementation require separate review. For adult children and older parents or grandparents, acceptance of an application does not mean immediate naturalization.

Is USD 90,000 the full price?+
No. It is the statutory minimum contribution for one person. At least USD 5,000 in application and diligence fees plus case-specific document, agent and advice costs are additional.
Can my whole family receive passports together?+
Not as a blanket assurance. Naturalisation of certain adult children and older parents or grandparents is currently paused pending a legal amendment, according to the honorary consulate. Each person needs an individual review.
Will the passport arrive in six to eight weeks?+
That is not a reliable promise. The programme office cites around two months to a decision, followed by another three to four months to passport issuance. Both are non-binding estimates.
When is the main contribution due?+
Under the decree, the contribution follows approval in principle. The application and diligence fee is due earlier; the payment sequence is confirmed in writing before filing.
Must I travel to or live in São Tomé?+
The programme office states no general residence requirement. The case-specific process for identity checks, oath and passport issuance must be confirmed.
