Latvia · investment-linked residence

A Baltic base takes more than a capital decision.

Latvia can offer a second base for a family and business. Since September 2026, the first question is whether a current company-investment route fits the business and whether its continuing tax and evidence duties are sustainable. Property purchase no longer opens a new application route.

THE ROUTE AT A GLANCE

Understand the route before you commit.

A programme name says little about the rights you and your family will actually be able to use.

01 / Residence effect

Temporary Latvian residence permit for up to two years; no EU-wide settlement rights.

02 / Qualifying basis

€50,000 or €100,000 in company capital by company size, plus a state payment and continuing tax conditions.

03 / Permitted activity

Article 44 grants unrestricted employment rights to holders of a permit issued under Article 27(1)(10). Investment before permit approval is insufficient; check the permit record and intended activity.

04 / Longer outlook

Long-term residence and citizenship require separate procedures.

01 / STARTING POINTS

What could this route make possible for you?

A residence right is valuable when its effect fits your life, family or business purpose.

01

Family life in the Baltics

Test home, school and care as a real life plan before committing capital.

02

A company investment with a business purpose

Pursue a qualifying company investment only when it supports the underlying business plan.

03

A Plan B that remains usable

Build evidence, presence and renewal into the second-base plan from the outset.

02 / LEGAL EFFECT

What the status grants. And what remains separate.

Residence, work, family and tax are not compressed into one promise.

LEGAL INSTRUMENT
ARTICLE 27(1)(10)

Qualifying investors may apply for a temporary residence permit for up to two years. Investment does not itself grant a permit.

03 / BASIS AND CAPITAL

What qualifies for this route.

€50,000

Share capital where the company has at most 50 employees and €10m turnover or balance-sheet total.

€100,000

Share capital in the larger-company category.

€10,000

Additional state payment on the first application.

Continuing annual company tax of at least €40,000 or €100,000 respectively; verify company category, investor count and eligible taxes for the case.

04 / LIFE BEHIND THE PERMIT

Residence alone does not settle daily life.

Who may join you, what you may do locally and how tax is affected are three distinct questions.

01

Family and daily life

Check who can accompany the applicant and on what evidence under the chosen category.

02

Work and business

Article 44 grants unrestricted employment rights to holders of a permit issued under Article 27(1)(10). Investment before permit approval is insufficient; check the permit record and intended activity.

03

Tax position

A residence permit does not determine tax residence on its own. Home, actual presence, activity and applicable treaties require separate review.

05 / MAINTENANCE AND OUTLOOK

Keeping the status is part of the decision.

A sound plan considers admission alongside presence, renewal and the longer outlook.

01

Presence

Check registration, actual use and consequences of absences before filing.

02

Renewal and duties

Evidence the company, investment and annual tax payments during a permit term of up to two years; renewal requires a separate application.

03

Later status

Long-term residence and citizenship require separate procedures.

06 / PROCESS AND COSTS

The next step begins before applying.

Select the current PMLP category, document source of funds and investment, then apply for residence.

Calculate the whole decision.

Where minimum amounts are stated, they are legal eligibility thresholds at the documented source date, not estimates of total cost. We review fees and other costs for the individual case before filing.

  • Qualifying investment or economic basis
  • Government fees and translations
  • Legal and tax review
  • Family, insurance and location
  • Ongoing duties and renewal
  • Potential exit or status change

07 / FIT AND LIMITS

When this route belongs on your shortlist.

A suitable permit serves a specific purpose. Where its rights or duties do not fit, comparison with another route begins.

ANSWER FIRST

The deciding question

Which investment makes commercial sense even without a permit, and is that precise route open today?

COMPARE AN ALTERNATIVE

Where this route stops

Property purchase and subordinated bank capital no longer support a new investor application. PMLP says the new €150,000 state-fund route is not yet operational because the fund has not been established.

08 / WHAT NBF EXAMINES

Check company and tax fit first.

You receive a filter for the business basis, tax position and ongoing duties before pursuing this route.

01

Company

Relate ownership, activity and economic basis to the specific eligibility route.

02

Tax and duties

Review charges, evidence and continuing conditions with Latvian specialists.

03

Implementation

Put the application, family, presence and renewal in order with open points.

09 / SOURCES AND REVIEW

The basis for the decision stays visible.

Programme brochures can explain routes. Responsible authorities and the current case determine their legal effect and conditions.

The stated rules are grounded in the linked sources. Conditions, administrative practice and fit for your case are checked again before an individual recommendation.

Check nationality, family rights, work rules under Article 44 and current administration before engagement; do not use the older PMLP investor page as the current threshold source.
