Malta · permanent residence

Malta as a family option. See the full cost before you decide.

For eligible families from outside the EU, Malta's MPRP can open a path to permanent residence. Its real value depends on the housing commitment, required payments, and which family members actually qualify.

THE ROUTE AT A GLANCE

Understand the route before you commit.

A programme name says little about the rights you and your family will actually be able to use.

01 / Residence effect

The MPRP may grant permanent residence in Malta after individual review. It is not a citizenship program; residence cards are issued for five years and may be renewed.

02 / Qualifying basis

Qualifying property: a purchase of at least €375,000 or rent of at least €14,000 a year, initially held for five years. Add a nonrefundable €60,000 administrative fee, a €37,000 government contribution, a €2,000 donation, and €500 per residence card. Required assets are either €500,000 including €150,000 in financial assets, or €650,000 including €75,000 in financial assets.

03 / Permitted activity

The MPRP alone does not authorize work in Malta or other Schengen countries. Employment and business roles require the applicable separate approvals.

04 / Longer outlook

MPRP does not deliver a Maltese passport.

01 / STARTING POINTS

What could this route make possible for you?

A residence right is valuable when its effect fits your life, family or business purpose.

01

Plan for your family

Establish who can be included under the program rules before making a commitment.

02

Count five full years

Bring property, contributions, fees, and ongoing costs into one decision.

03

Use the status accurately

Separate residence in Malta from short Schengen trips and permission to work.

02 / LEGAL EFFECT

What the status grants. And what remains separate.

Residence, work, family and tax are not compressed into one promise.

LEGAL INSTRUMENT
Malta · permanent residence

The MPRP may grant permanent residence in Malta after individual review. It is not a citizenship program; residence cards are issued for five years and may be renewed.

03 / BASIS AND CAPITAL

What qualifies for this route.

€60,000

Nonrefundable administration fee paid in two stages.

€37,000 + €2,000

Government contribution and required donation, in addition to housing and other costs.

€14,000 / €375,000

Annual rent from €14,000 or a property purchase from €375,000.

Asset evidence, possible dependant charges, insurance and a qualifying home add to the commitment. MPRP does not itself grant work permission.

04 / LIFE BEHIND THE PERMIT

Residence alone does not settle daily life.

Who may join you, what you may do locally and how tax is affected are three distinct questions.

01

Family and daily life

A spouse or comparable partner and minor children may be included. Unmarried dependent children under 29 and dependent parents or grandparents face additional conditions and generally incur a €7,500 fee per person on the initial application. A separate exception applies to adult children with a recognized disability.

02

Work and business

The MPRP alone does not authorize work in Malta or other Schengen countries. Employment and business roles require the applicable separate approvals.

03

Tax position

A residence permit does not determine tax residence on its own. Home, actual presence, activity and applicable treaties require separate review.

05 / MAINTENANCE AND OUTLOOK

Keeping the status is part of the decision.

A sound plan considers admission alongside presence, renewal and the longer outlook.

01

Presence

Residence in Malta and visa-free short trips elsewhere in Schengen, limited to 90 days in any 180, are different rights. A residence card alone does not establish tax residence.

02

Renewal and duties

Keep the qualifying property and required assets for five years; thereafter, maintain a home in Malta or Gozo. Continue to meet insurance and means requirements. The agency monitors compliance annually for the first five years and afterward at its discretion.

03

Later status

MPRP does not deliver a Maltese passport.

06 / PROCESS AND COSTS

The next step begins before applying.

Check nationality and source of funds, file through a licensed agent, complete due diligence, and document the payments and qualifying home after approval in principle.

Calculate the whole decision.

Where minimum amounts are stated, they are legal eligibility thresholds at the documented source date, not estimates of total cost. We review fees and other costs for the individual case before filing.

  • Qualifying investment or economic basis
  • Government fees and translations
  • Legal and tax review
  • Family, insurance and location
  • Ongoing duties and renewal
  • Potential exit or status change

07 / FIT AND LIMITS

When this route belongs on your shortlist.

A suitable permit serves a specific purpose. Where its rights or duties do not fit, comparison with another route begins.

ANSWER FIRST

The deciding question

What would your Malta option cost over five years, and who in your family would it truly cover?

COMPARE AN ALTERNATIVE

Where this route stops

The program is for eligible non-EU, non-EEA, and non-Swiss nationals. A headline price leaves out nonrefundable payments, housing costs, and potential family fees.

08 / WHAT NBF EXAMINES

See the full cost of permanent residence.

Receive one clear financial picture of housing, government payments, asset evidence and family scope before an application is prepared.

01

Family

Identify which relatives may be included and the evidence each person needs.

02

Full cost

Put rent or purchase, public contributions, fees and ongoing maintenance side by side.

03

Rights and limits

Separate travel and residence rights from work, tax and citizenship questions.

09 / SOURCES AND REVIEW

The basis for the decision stays visible.

Programme brochures can explain routes. Responsible authorities and the current case determine their legal effect and conditions.

THE NEXT DECISION

Can Malta support your family's long-term plan?

The status can offer a durable base. Put housing, eligible family members and the full nonrecoverable cost side by side before committing funds.
