You bring me a formation proposal: a free-zone licence, a visa, a bank account and the line “0% tax”.
Then you tell me about your future Dubai salary, consulting fees you earn yourself and the profit of a company you might form. I would pause at that line. Which of those three amounts does it cover—and whose tax is it talking about?
The direct answer: The United Arab Emirates currently has no general personal income tax on an individual's ordinary salary. It does have Corporate Tax, which can apply to a natural person conducting a business in the UAE and to companies; it also has VAT, excise taxes and transaction fees. A country outside the UAE may still tax you.
Your answer depends on who receives the money, what it is paid for, where the activity takes place and which countries retain taxing rights. For the separate question of future policy, see our Oman 2028 and Dubai income-tax analysis. UAE Government: Taxation; Federal Tax Authority: Natural Persons.
Dubai may be the right place for your work and your family. You might gain room to grow and a meaningfully better net position. That is a real opportunity. We make it usable by tracing each payment to its recipient, the activity behind it and the countries involved. Then we can tell whether employment alone is enough, whether a company serves a real purpose and what the incorporation quote has left out.
I would not finance a life decision with a tax saving you cannot substantiate.
Company formation agencies can properly quote a licence, a fee and an incorporation timetable. If a proposal also advertises “0% tax”, ask what the number covers:
- *Does it describe your salary, the company's qualifying income, your personal business activity or none of these?*
- What continuing filings and substance conditions apply?
- Who has checked the law of the country you are leaving?
Incorporation may be useful. It is one component of a wider decision.
Which Dubai tax question belongs to you?
| Your position | The UAE starting point | The question that can change the result |
|---|---|---|
| Employee or executive | No general UAE personal income tax on ordinary salary. | Where was compensation earned, and does another country still tax it? |
| Individual consultant or freelancer | No general personal income tax; UAE Corporate Tax may apply to the person's business above its turnover threshold. | Is the activity a UAE business? What is relevant turnover, taxable profit and VAT treatment? |
| Founder with a UAE company | The company is a separate Corporate Tax person. | Does it qualify for a special free-zone rate, and where is it actually managed? |
| Private investor | Defined personal investment income is generally outside the natural-person Corporate Tax business test. | Is it genuinely private, and can the source country tax dividends or gains? |
| Property owner | Defined real-estate investment income may be outside that business test. | What is the property's use, licensing, VAT treatment and transaction cost? |
| Family with several countries | UAE rules answer only the UAE part. | Which homes, income sources, employers, entities and family ties remain elsewhere? |
The UAE distinctions follow the FTA's natural-person guidance, the Corporate Tax framework and VAT registration rules. The last column is a question to investigate, not an assertion that every reader owes foreign tax.
Look at the row that resembles your life. That is where the search term “Dubai taxes” becomes a real decision.
No personal income tax: what does that cover?
For a straightforward employee, the UAE position is valuable: the government says it does not levy income tax on individuals. You do not need to establish a company merely to receive ordinary employment income in Dubai.
Yet a bonus earned over several years in more than one country, equity compensation or continuing workdays outside the UAE can create questions in those other jurisdictions. The UAE statement answers only the UAE side. UAE Government.
The Corporate Tax rules exclude wages, qualifying personal investment income and qualifying real-estate investment income from a natural person's UAE business turnover test. Those are defined categories. A payment does not become a private investment because a contract calls it one.
The FTA's own examples distinguish investments genuinely held personally from assets and income used in a business. Before comparing a salary, dividend, consulting fee or rental return, identify its legal recipient, economic function and supporting records. Cabinet Decision No. 49 of 2023; FTA Natural Persons Guide; FTA Registration Guide.
The practical test: Write down who owns an asset, which account receives its return, whether it is used in the business and whether a licence is required. If those facts disagree with the label on the payment, have a UAE tax professional classify it before acting.
When can a person running a business owe Corporate Tax?
The first threshold is more than AED 1 million of relevant turnover from a business or business activity conducted by a natural person in the UAE in a Gregorian calendar year. This is turnover, not profit, personal wealth or a blanket allowance against income. Wages and the defined personal investment and real-estate categories are generally left out of that test.
Once the person is within scope, registration, a return and tax payment where due become separate questions. FTA: Basis of Taxation for Natural Persons.
The Federal Tax Authority's statement of 24 December 2023 specifies the registration test: “if his total Turnover exceeds AED 1 million within a Gregorian calendar year”. The key words are turnover, natural person and calendar year. Whether tax is ultimately payable requires the rest of the law and the person's facts.
The second number is AED 375,000 of taxable income. Under the general Corporate Tax rate, the first AED 375,000 is taxed at 0%, and the portion above it at 9%. That number is a taxable-income band, not the turnover threshold that brings the person into scope.
For an eligible resident person, a third number—AED 3 million of revenue—can matter for an election under Small Business Relief. It has conditions and exclusions; the Ministry of Finance extended the relevant end date to tax periods ending no later than 31 December 2029.
A relief election can affect tax attributes and does not automatically remove registration or recordkeeping. MoF: Corporate Tax band; MoF: Small Business Relief extension.
Return to the three figures we put on the table. Your salary belongs to you as an employee, your consulting fees arise from the work you do yourself, and company profit belongs first to the company. One Dubai address does not send all three through the same tax test. Once you separate them, you can start to see the advantage that is actually yours.
Consider an illustrative UAE consultant with AED 1.2 million of relevant business turnover and AED 750,000 of assumed deductible costs. If taxable income were AED 450,000, with no losses or other adjustments and without electing Small Business Relief, 9% on the AED 75,000 above the general band would be AED 6,750.
The calculation explains the rate; it does not establish that these costs are deductible or that the relief should be declined. A separate VAT analysis may also be needed. An adviser should test the real figures before a filing or remuneration decision.
The FTA says a resident natural person who crosses the relevant turnover threshold generally registers by 31 March of the following calendar year. Non-resident and other cases can follow different rules. Mark the deadline against the actual taxpayer and period, not against a generic “Dubai company” checklist. FTA: Corporate Tax registration.
If you are about to move or establish an entity: A Strategic Decision Review can test one clearly defined cross-border route and its realistic alternative before you pay to build it. The tax conclusion for your facts belongs to qualified advisers in the relevant countries. The value of the review is getting the sequence and the right specialist questions clear before the commitment.
Does a Dubai free-zone company pay 0% tax?
A free-zone licence alone does not make a company tax-free. A UAE free-zone company generally enters the Corporate Tax system. The special 0% rate applies to Qualifying Income of a Qualifying Free Zone Person only while the legal conditions are satisfied.
Relevant tests include the activity, counterparty, adequate substance, transfer pricing, de minimis limits and audited financial statements. Income attributable to a permanent establishment outside the free zone can be treated differently. Registration and filing duties do not disappear because the final tax calculation is zero.
The FTA's 2024 guide explains the framework; the revised 2025 ministerial rules on qualifying and excluded activities and later activity-specific decisions also matter for a real business. FTA: Free Zone Persons Guide; MoF: Ministerial Decision 229/2025.
The founder's own compensation also needs a real commercial basis. Under the Corporate Tax rules, payments to connected persons are deductible subject to the applicable conditions and market-value limit. The FTA clarified the meaning of director and officer in 2026. Paying yourself a larger salary is therefore not an automatic way to erase company tax.
Function, contract, work performed and evidence have to match. FTA: CTP010; FTA Transfer Pricing Guide.
The best structure is one you can still explain and run three years from now.
For the full QFZP, ownership, banking and compliance chain, see NBF's existing Dubai tax and free-zone analysis. The decision here is simpler to state: do not place your personal salary, your own consulting turnover and your company's qualifying income in the same “0%” line.
VAT, property and other amounts that change the net result
The UAE standard VAT rate is generally 5%. Mandatory registration normally turns on taxable supplies and imports exceeding AED 375,000 in the prior 12 months, or an expectation of exceeding it in the next 30 days.
Voluntary registration can be possible when relevant taxable supplies, imports or taxable expenses exceed AED 187,500 over the prior 12 months or are expected to do so in the next 30 days, subject to the rules. Different rules can apply to foreign businesses. The place and nature of the supply matter, especially for cross-border services. These are not personal income tax thresholds. FTA: VAT Registration.
A consultant with AED 500,000 of taxable UAE supplies could therefore have a VAT registration issue while remaining below the natural-person Corporate Tax turnover threshold. Conversely, a high employee salary does not itself create VAT registration.
This is why the three numbers—AED 375,000 for VAT registration, AED 1 million for a natural person's business turnover and AED 3 million for Small Business Relief—must never be sold as interchangeable “tax-free allowances”.
Property brings another set of distinctions. Residential and commercial property can have different VAT treatments, with special rules for the first supply of new residential property. For an ordinary Dubai property purchase, the registration fee generally equals 4% of the purchase price.
The Dubai Land Department describes an equal split between seller and buyer unless they agree otherwise; the contract and full transaction costs therefore matter to your net calculation. A fee is not income tax. FTA: Real Estate VAT Guide; Dubai Land Department and Al Tamimi: Investor Rights and Fees.
Excise tax applies to selected products. The UAE's 15% Domestic Minimum Top-up Tax is a different regime for constituent entities of in-scope multinational groups meeting the EUR 750 million consolidated revenue test in at least two of four preceding years. It is not the rate for an ordinary freelancer or a family holding one UAE company. UAE MoF: Top-up Tax.
The economic comparison is therefore not “0 versus 40%”. It is the disposable result after the taxes and costs that actually apply to your income, business, home, school, insurance, financing and capital commitments.
Does moving to Dubai end your UK or US tax obligations?
A UAE residence visa, Emirates ID and UAE tax-residency certificate serve different purposes. UAE tax residence has its own tests involving presence, a home and personal or business ties. A UAE certificate can evidence a UAE position for the relevant period; it does not force another tax authority to abandon its own law. UAE Cabinet Resolution No. 85 of 2022; MoF implementation note.
If you are a US citizen or US resident alien
The IRS states that US citizens and resident aliens living abroad are generally taxed on worldwide income. Moving to Dubai does not, by itself, end the obligation to consider US returns and tax. Foreign earned income exclusions, foreign tax credits and treaty questions have separate conditions; they are not automatic proof that UAE salary is free of US tax.
Business ownership, self-employment and information returns can make the US analysis more involved. Before moving, have a US international-tax professional classify each income stream and reporting duty. IRS: US citizens and resident aliens abroad.
If you are leaving the UK
HMRC applies the Statutory Residence Test to UK tax residence. Days alone do not tell the whole story: the test uses automatic overseas and UK tests and, where needed, sufficient ties. A non-UK resident can still owe UK tax on certain UK-source income; a UK resident generally considers foreign income under UK rules.
Return periods and specific temporary non-residence provisions may also matter. Document the tax year, UK workdays, homes, family ties, assets and planned return before assuming your Dubai pay settles the UK question. HMRC: residence and foreign income; HMRC: Statutory Residence Test guidance.
The German-speaking markets are different again. Germany, Austria and Switzerland each apply their own residence and source rules and do not share one UAE treaty position. A UAE residence card cannot settle the position in all three. Identify the country that can still claim residence or source income, then obtain professional review there before acting.
This is where I would slow the conversation down. A home may remain available because your family needs continuity. You may keep working across borders while the company changes location. Those facts are part of real life, and they can change the tax answer. Put the transition year on paper before you commit to the longer plan.
Four people, four different decisions
The employed executive. You accept a genuine Dubai role. The UAE salary advantage may be direct. Your unresolved questions are where bonus and equity pay were earned, whether UK or US obligations continue, and what housing, schooling and insurance cost. A newly formed company may add work without adding value. Decision: verify the employment and former-country position, then compare the full household net result.
The independent adviser. You sell services internationally in your own name. Turnover approaches AED 1 million. Your VAT, natural-person Corporate Tax and customer-country questions do not wait for one magic threshold. Decision: map contracts, client locations, licence, turnover and costs before the next large engagement, then monitor the thresholds on the correct periods.
The founder with a company and a planned exit. You draw salary, retain profits, have a family home and intend to sell shares. Corporate Tax, remuneration, management location and the former country's claim may all affect the outcome. A property purchase binds capital. Decision: coordinate the ownership and exit timeline with UAE and former-country specialists before signing the sale or purchase documents.
The simple counterexample. You have no significant equity interests, no side business and no usable former-country home. A fixed-term Dubai employment move may require a clean employment contract, evidence of real presence and a realistic cost comparison. It may not justify a complex holding structure. Decision: choose the smallest scope that resolves the real exposure.
Your four-question decision model
Apply this model to the next binding step, not to every possible future plan:
- Payment: Can you evidence the recipient, legal basis, activity and flow of the main payments? A label such as “salary” or “dividend” will not protect an incorrect classification.
- Countries: Has a qualified adviser resolved the taxing rights that matter in each relevant country, including residence, source and management?
- Structure: Does the company, free zone or property have a real purpose and bearable obligations even without a marketed tax rate?
- Resilience: Would you still choose the route if the net advantage narrowed or a payment were classified differently?
Proceed when the material facts and specialist conclusions are in place and a conservative net case works. Resolve first when residence, payment classification or free-zone qualification is still open. Stop or simplify when the proposal works only if several untested “0%” assumptions are all true. This is a decision threshold, not a personal tax ruling.
If two decisions depend on one another: The Extended Strategic Decision Review is designed for up to two connected decisions across up to three jurisdictions. A broader Cross-Border Decision Blueprint can govern several areas and up to four jurisdictions. Qualified legal and tax opinions remain separate professional work. The point is to make them answer the same real-world decision.
How can Dubai run without taxing ordinary salaries?
No general personal income tax does not mean no public revenue. The UAE collects VAT, Corporate Tax, excise and fees, and government-owned assets and enterprises matter. The federal budget is not the same as Dubai's emirate budget; neither number alone predicts the future tax law.
The IMF's UAE analysis describes fiscal buffers and expected overall surpluses while also discussing diversification. That is context, not a guarantee that tax policy cannot change. UAE Government: Taxation; UAE MoF: Federal Budget 2026; Dubai Budget Law 2026; IMF: UAE 2025 Article IV.
Oman has enacted a personal income tax scheduled for 1 January 2028. It has not enacted a UAE tax. As of this source review, we found no official UAE commencement date for a general personal income tax. A long-term plan should test what a later change would mean without pretending one has already been announced.
Our separate Oman 2028 and Dubai scenario analysis shows how to make that uncertainty part of a location decision. Oman Tax Authority: PIT law; UAE Government.
Dubai Taxes: Common Questions
Do you pay income tax on a salary in Dubai?
The UAE currently has no general personal income tax on ordinary employment salary. Your citizenship, residence, workdays and pay earned in other countries can still matter under their laws. UAE Government.
Is every Dubai free-zone company tax-free?
No. The 0% special rate applies to Qualifying Income of a Qualifying Free Zone Person when the statutory conditions are met. A licence alone does not confer the rate. FTA Free Zone Guide.
Can a US citizen move to Dubai and pay no tax anywhere?
You cannot infer that from UAE law. The IRS generally taxes US citizens on worldwide income, subject to the applicable US rules, exclusions and credits. Obtain US advice for the actual income and entity structure. IRS.
Does spending 183 days in Dubai solve tax residence?
No single day count binds every country. UAE tax residence has multiple tests, while the country you leave applies its own domestic rules and any relevant treaty. Record actual presence and personal, family and business ties. UAE MoF.
Is Dubai introducing personal income tax in 2028?
There is no verified official UAE date in the sources checked for this analysis. The 2028 date belongs to Oman's enacted law. Treat possible future UAE tax as a scenario for planning, not as current law. Oman Tax Authority.
The decision behind the tax question
I do not want a reader to leave with a frightened view of Dubai. The personal tax advantage is real, and for the right person the wider business and family case can be strong. I also do not want you to pay for a company, a home or a move on the strength of a percentage that belongs to someone else's facts.
Start with your next decision: where you live, who earns what, where the business is managed, which country can still tax it and what you would do if one assumption changed. Through NBF's engagement-fit review, we determine whether that calls for one defined route, two connected decisions or a wider cross-border architecture.
Local legal and tax conclusions remain with accountable specialists. If a simple solution holds, keep it simple. If several parts depend on one another, join them before you commit.
